Turns out it was neither : postgres has changed how statements are
prepared in a backwards (and unsupported in perl) way between 7.x and
8x.

The horrid habit my client has of not using virtualhosts combined with
the "possible preforking" issue was a red herring.

Setting dbh not to use serverside prepared statements got me a step
further.. now I get "pg_relcheck doesn't exist" errors - nothing to do
with mod_perl - just DBD::Pg / Postgres being pants again.
