Are you trying to build a dynamic or static mod_perl? The instructions are pretty different but basically a dynamic server assumes you have apache already installed, in which case you would have apxs, and the static server does not. I've used the standard static server installation instructrions [1] on RHEL4 a number of times without problems. [1] http://perl.apache.org/docs/2.0/user/install/install.html#Static_mod_perl
