books that describe it in detail.  The book you probably want to look at
is "Writing Apache Modules with Perl and C" by Lincoln Stein and Doug
MacEachern, which came out in 1999.  It contains a lot of examples of
mod_perl usage.  If you don't want to buy the book, there are a number
of "getting started" tutorials at perl.apache.org.

The "eagle book" is more reference stuff IMHO, although you can use it
to learn mod_perl I'd suggest the more recent books like :

ready to use apps iirc
* http://www.manning.com/petersen/ # again lots of example and some
applications to try out

But you probably don't want to use raw mod_perl anyway.  Most web
developers are using some sort of framework, such as Catalyst.  It has a
similar scope and purpose as Ruby on Rails.  Look at
www.catalystframework.org.

or Maypole : http://maypole.perl.org , released before Rails, and
rather well documented.
