Finally i got the error, i missed to comment the Directory, Location and 
FilesMatch directives on httpd.conf.
this entry (it's a default in httpd.conf):

<Directory />
   Options FollowSymLinks
   AllowOverride None
   Order deny,allow
   Deny from all
</Directory>

turned out to be the one that was making the server ignore the directives.
