Another question about variable scope.

So my httpd.conf includes another file that also has Perl Sections

it seems that the <IfModules aren't true

so if httpd.conf loaded mod_perl and I try a 

<IfModule mod_perl.c>

in a file included by httpd.conf

then the condition isn't true

Why is that?
