Using 4.9.3, sorry... I have had several very expensive shipping errors.When a customer selects a foreign country the first country they get is Japan which allows UPS Worldwide Express shipping. The do not see that the country is Japan and select the Worldwide Expr. Then they realize the have the wrong country and change it. Following this, they hit place order and if UPS Worldwide Express is not available to their country, they get a $0.00 Shipping charge and the order completes.
The field "Allow to be $0.00" is set to no but the order gets processed anyhow.
