Free shipping has to be specified with an option field, ie:

PDFCA	free	weight	0	0	0	{'free' => "Free Shipping!"}


...also the newer multiline format for shipping options is preferable:

PDFCA:	free
	criteria	weight
	min	0
	max	0
	cost	0
	opt	{'free' => "Free Shipping!"}
