[ic] Shipping broken. Assistance required.

In my attempts to customize shipping for my catalog, I've completely
broken shipping. Shipping is now always $0.00, and I have no options
to change shipping methods.

I tried to remove all shipping options save USPS Parcel Post and UPS
Ground. I've also been trying to update the USPS rates to reflect the
rate change.

I have no idea where to even begin...
