You shouldn't need to determine that at all.  Interchange takes care
of the session itself, so you don't have to.

If you really want to know, then use [read-cookie MV_SESSION_ID].
If that tag returns a value then a MV_SESSION_ID cookie exists and
Interchange will be using it to track the session.
