Is there a preferred upgrade path for postal updates?
I am not familiar with parcel post, but for priority mail I just copy the values from the USPS website and past them into either Excel, or Open Office version - I have a 1997 version of excel, and I think OO version2 worked better for me. I had to split the columns, local, 1 & 2 by hand, then just export to a tabbed, or comma delimited which ever you use.....
