It used to be in interchange.cfg, but was recently broken out into a 
separate file:

http://www.icdevgroup.org/cgi-bin/cvsweb/interchange/dist/robots.cfg

It hasn't been in a release version yet, which is why you couldn't find it 
in the REL_5_4_2 tag.
