[ic] 5.4 with old catalog, usps parcel post fails

I have a 4.x catalog  and I am trying to use the 5.4 shipping.asc file. 
It seems to work for most cases, but with surf_pp I get

Country code US has no zone for postal shipping

apparently because is usps.txt there is no entry for US (from a quick
trace of the code in Postal.pm)

Can anyone advise me on this,
