[ic] Apply Changes - broken?

Since upgrading to 5.4.1 apply changes no longer seems to update the usual 
data. We have to restart interchange for variables to be updated etc. which 
is a little nerve racking on our server which is running quite a few live 
catalogs.

I am wondering if this is a known issue or something specific to our 
install?

IC 5.4.1 - tar install - Inet link - Centos 3.4 - unthreaded perl v5.8.0 - 
suexec  - apache 2 - MySQL 4.02
