[ic] Use of Download, dl_type, and dl_locaton for files

Where do I administer the download, dl_type, and dl_location on the item
fields?  I can see the options in the database but don't see where I can
populate those fields using the item editor.  My goal is to have some
files that can be downloaded.  Some will be no charge and others will be
at a cost.  After I get these files in the items, how will customers get
access to these files?
