[ic] Payment.pm bug fixed

I've never been able to submit extra information along with my
Authorize.net transactions, except for the name and address.  The
city, state, zip code, and country would never show up on the other
end.  I'm finally able to submit all of the above information after
commenting out all of the sections in Payment.pm which contain
"billing_set".  Here is a link to Payment.pm:

Can anyone tell me what the billing_set stuff does?  I'm using IC 5.2.
