[ic] Bad HouseKeeping

I'm using IC 5.2 and ps -ef shows three interchange processes that
started some time yesterday and two that started an hour and a half
ago which is the last time I restarted IC.  Here are my
interchange.cfg settings:

PreFork                 Yes
StartServers            5
MaxServers              50
MaxRequestsPerChild     100
ChildLife               600
HouseKeeping            2
PIDcheck                120

Shouldn't housekeeping clean up the above-mentioned five processes?
There are currently no jobs running.

Should each IC process be using about 30MB?
