I suspect your use of the href parameter.  I believe that you can only
redirect to a full URI.

Try one of the following:

    [bounce page="somepage" status="301 moved"]
    [bounce href="[area somepage]" status="301 moved"]
    [bounce href="http://www.example.com/somepage.html"; status="301 moved"]
