The "scan" ActionMap at the start of the URI path is correct for "more list"
page targets.

You might find it helpful to put @@MV_PAGE@@ in a HTML comment, on every
page like that, to help verify that the expected target page is indeed
being used.  That is especially useful if you make use of mv_search_page
(sp) in your search specifications.
