[ic] GlobalSub still getting trapped

I have in interchange.cfg

AllowGlobal=1

GlobalSub <<EOS
sub mysub  {
   require LWP::UserAgent;
    more stuff
}

and

[perl subs=1 global=1]
&mysub() ;
[/perl]


and I still get

I know the payment modules use LWP so there must be a way I can do this,
