That's working OK. I think I've solved problem. Problem was with CGI
because at question of $INTERCHANGE_PREFIX/bin/makecat :

CgiUrl?

I put
   ... /cgi-bin/

and not
   ... /cgi-bin/NAME_OF_CGI

So, it was my silly error not to put the name of CGI (I understood
CGIDIR as former question?

Perhaps it could be better to put examples of values in each question
to improve documentation.
