[ic] Need help with creating new admin tab

Hello,

  I'm working with interchange 5.5.0 and I'm trying to create a new tab
on the admin screen next to the customers tab.
I have been able to make the tab visible on the screen, but when you
click the new tab it just says error.

Can anyone help me on how to make a new tab display pending shipment
orders?
