[ic] price based shipping for free items

Hi,

I have a catalog using priced based shipping, but there is one free
item that must be orderable.  Currently the checkout will fail at the
shipping selection stage as there are no valid types for an order
totalling $0.00.
The shipping methods are set up with ranges like 0-75, so it seems
like they should include $0.00.  The only solution I have at the
moment is to set the item to $0.00 which is unacceptable to the
customer.

Does anyone have any solutions or hints?
