[ic] interchange fails to bind socket

Using Interchange 5.0 here. We're migrating the Interchange
installation from one server to another. It works fine on the server
it's working on right now, and the same config works fine on the new
server. Interchange starts up just fine as well, but it doesn't bind
to any socket anywhere, be it Unix domain socket or TCP.

Has anyone had similar problems? What caused them?
