Might as well let the user select the time frame to keep the cache,
or let UPS_CACHE_EXPIRE be a multiple of 86000 to approximate the

Any reason 30 (86000*30) days wouldn't work - maybe even 90 days.UPS doesn't change rates that often, and we aren't concerned about the data accumulation.
