[ic] New cat in 5.4 issues

Hi all,
I have created a new cat in ic 5.4.  There is 1 question that I have.

1. In ic 5.2 there used to be a content page to edit the page content. In 
ic5.4 this has moved to Miscellaneous/Legacy Tools/Content
1a. Why is the a legacy tool?
1b. Is there another way to do this other then by hand?
