[ic] how to localize ship_notice ?

Hi,

I'm in the process of translating all our sites in english
but one question remain after browsing mailing list
archives.

I would like to localize etc/ship_notice depending on
user preference (wether he needs english or french).

What's the best solution to do so? Saving local when
user switch from one to another to his preferences within
UserDB and then reading it when sending ship_notice ?

Anyone have done that or can help ?
