Is there a standard, built-in way to perform an arbitrary set of actions
at the end of IC startup, after the catalogs have been configured, etc.?

I am looking to create a singleton at the global level, and then a
couple of object instances at the catalog level, but the latter need to
be configured in the catalog.cfg. I would prefer (or need) this to occur
during IC startup because I need them to be available in the forked
processes.

Thoughts? Unclear?
