[ic] member/ship_addresses.html requires UI to be enabled?

Has anybody else experienced, or know why the member/ship_addresses.html
page requires the Admin UI to be enabled?  If it is not enabled the end
user receives an error 500.  The interchange log contains "Runtime
error: Undefined subroutine &UI::Primitive::get_ui_table_acl called at
(tag 'data') line 7." when this occurs.

Perl 5.8.7 (not threaded)
Mysql 4.1.13.
