Try changing your FLATD rule to look a bit more like this:

FLATD: Flat rate
	crit	[subtotal noformat=1]
	min	0
      max	0
	cost	e Nothing to ship!

	max	49.999
	cost	4.95

	min	50
	max	9999
	cost	0.00
	free	Free
