[ic] Does expireall look into included usertags?

In order to keep interchange.cfg pristine I add my catalog definitions 
to a file in the ~/usertag directory.  Sites come up fine, but when I 
add a cronjob for expireall it seems to skip them (IC 4.8.7).  Stumbing 
through the code for 5.X but I can't seem to figure out if this will 
work now.
