RedHat has been using /etc/init.d/ for years now. On most systems either will work because one is symlinked to the other.

Huh? It's usually /var/www/cgi-bin though it could also be in /home/httpd/cgi-bin (?) on some *very* old systems (I don't think Centos 3 qualifies as being that old).
