[ic] Why is shipping address primary (and not billing) ?

Hi

I was wondering, if anyone could tell me why shipping address is the 
primary address, and not billing ?

I mean, here you normally ship the goods to the buyer, and it will also 
be the buyer's name you would verify with the credit card check.

As it is now, there is a lot of places where you have to test if there 
is data in fields like b_[fl]name, if not you have to use [fl]name instead.

So I was wondering, why is it so (probally some historical reasons ?)
