[ic] Shipping - not enough information

Hi list,

For a couple stores (on 5.2), we are using weight-based shipping, but 
we have a couple items that have no weight, which are to be free 
shipping items.

On the checkout page, the shipping dropdown box displays "Not enough 
information", as the weight is empty. How could I change this text 
without hacking the code?

I found the code in Vend/Ship.pm:
my $message = $loc->{no_modes_message} || 'Not enough information';
but wasn't sure what to do from here.
