I'm not concerned about what service to use to ship, I'm concerned about the customer filling out their address on the Shipping address form on the I.C. store. When you select USA as your country, the state database gives you a list of 50 states, military addresses, etc. to choose from. When you select Canada as your country, the state database gives you a list of provinces. When you select the U.K. you get a lot of counties, but not Scottish ones. That's what I'm looking for.
