[ic] updating cat and area tables after changes in admin interface

I rarely use the admin interface.  The storekeeper is updating products 
and menus (using the deign->menu loader which creates a file in 
include/menus) but the cat and area tables from which the left menu is 
generated do not change.  How are these tables updated?
