[ic] access table, yes_functions -> html

I'm trying to enable the functionality outlined here:

to allow HTML to be submitted to the database from the UI.  I have
added "html" to the "yes_functions" field of the access table for the
only user and restarted IC, but the behavior is the same with "<"
characters being rewritten to "&lt;" in HTML tags.

Is there another setting that could be blocking this?
