Sorry for the long post before. After restarting I noticed that in the
error.log:

bestbsct /bestbsct.cgi/admin/test_code.html Safe: 'require' trapped by
operation mask at (tag 'perl') line 6

I assume it's the 'use' in:

use vars qw/$Tag $Scratch $CGI $Session $Variable/;

Is there a work-around for catalog.cfg?
