[ic] PGP usage, encrypt tag not working

The encrypt tag that can be found here:

www.interchange.rtfm.info/downloads/usertags/encrypt.usertag

doesn't seem to be working.  Trying this:

[encrypt]testing[/encrypt]

returns this:

Encrypt failed:
gpg: WARNING: --honor-http-proxy is a deprecated

The tag looks very simple.  Does anyone see anything
in there that might need updating?

Is there another way to use IC's PGP encryption
without going through the order route?
