Correct me if I'm wrong, but "/catalog/blue.css" looks like a full path to me - with / being the DocumentRoot, as always. If your changes to the theme.cfg file are not taking effect then the most common cause of this can be traced to updating to the wrong theme.cfg file. The Foundation demo comes with several of these files, and the correct one to edit depends upon the name of the template you've decided to use.
