[ic] include tag not interpolating

I'm trying to do something like this:

[loop list="mysku"]
	[include interpolate=1 file=templates/components/ebay_description]
[/loop]

and none of the IC tags in the file are being parsed.  How can I get those
to parse?  I'm using 4.9.3.
