If not, in most cases it is an access restriction problem. In a few cases I've also seen problems related to configuring the catalog with UNIX vs. INET linkmode. If this is a new setup with no catalogs running yet, try rebuilding the foundation catalog with /usr/lib/interchange/bin/makecat, you can set the linkmode and various other settings there. Under normal circumstances, the error log of a catalog is in (catalog dir)/error.log while the main interchange error log is in /var/log/interchange.
