[ic] Exporting shipping methods from 4.9 to 4.8

Hello,

I have a production 4.8.3 server and a demo 4.9.6 server.  I'd like to use
the built in UPS: Ground Residential shipping method that I found in 4.9.6,
but I don't see that as an option in the 4.8.3 server.  I attempted to
append the lines in 4.9.6's shipping.asc to the 4.8.3 server's copy, but it
looks like I'm still missing something.  Any advice?
