Greetings!

	We are using a standard UPS: Ground shipping.  I would like to
apply a handling charge of $10 to orders that contain certain items,
which can be determined either by their SKU (having an "F" in it) or by
an column that is set within the product itself.  

	What's the easiest way to do this?
