[ic] Interpolating variables with [restrict]

 After moving a catalog from IC 4.8.6 to 4.9.6 I noticed that the [restrict] 
tag doesn't appear to parse variables anymore. I've been using variables 
defined in the catalog.cfg to provide convenient shortcuts for fancy 
typographical effects (emdashes, curly quotes) so I can call them with 
"__em__" and "__ldq__quoted text here__rdq__", etc. I'm using [restrict] so I 
can perform this interpolation on content pulled from a SQL database.

 Did the behavior of [restrict] change from 4.8 to 4.9, and how can I get the 
wanted behavior back again?
