[ic] Encoding Question

Hello List, 

I'm using IC 4.8.5 and I have a problem concerning the
character encoding of etc/report.

My problem:

 [tag mime type TEXT/PLAIN; CHARSET=ISO-8859-1][/tag]
 [tag mime Order Text]

as the first lines of my etc/report file
returns into:

 Content-Type: TEXT/PLAIN; CHARSET=US-ASCII
 Content-ID: <Interchange.4.8.5....>
 Content-Description: Order Text

So, my ISO-8859-1 stuff has been ignored and the (I think) default
setting US-ASCII has been returned.

What can I do to change the charset to ISO-8859-1?
Do I have to add something to my locale database to change this??
