Mike Heins has done some really great work in 4.9 in this vein, if I understand it correctly. You might try downloading it and checking out the 'Content' section.
Another method is to use CVS, with two separate catalogs, each one as a branch of the source code. Then I merge the development changes into the live catalog. The CVS how-to I wrote doesn't cover it very well, but it might help you get started.
