In this situation it's almost always permissions all right. There should 
be a file in your cgi-bin directory called catalog or foundation or 
something (the name doesn't really matter) it should be owned by the 
interchange user and the setuid bit should be set...

Well when i say the name doesn't matter i mean it should be the same as 
the bit you type in after the cgi-bin in your url. eg 
http://your.web.site/cgi-bin/construct.
