[ic] Apache 2.0.x compatibility fix for "undefined catalog" errors while using the Admin UI

For anyone who has or may in the future experience "undefined catalog" 
errors while using Apache 2.0.x and the Admin UI (namely the Design and 
"edit checked records" features), Mike Heins has written a patch (applies 
to 4.8 and 4.9) which has been committed to CVS and can be downloaded here:
