[ic] UserDB Login Inactive Flag.

The UserDB Login function seems to be ignoring the Inactive flag...   Users
set to inactive can still log in.  I'm runing 4.8.3.

As this seems counter intuitive, is this a bug or feature?

Out of curiosity, where would I find the Login code?
