I do have Module::Build, but I just wanted to say that when I tried to 
use the Makefile.PL for version 2.13_02, I got the following error:

Couldn't open t/TEST.PL: No such file or directory at 
/usr/lib/perl5/site_perl/5.8.5/i386-linux-thread-multi/Apache/TestMM.pm 
line 133.

I have Apache::Test 1.30.  It looks like the dist is missing the 
t/TEST.PL file?

Everything works with Module::Build.
